Make one PDF from photos and scans
Image to PDF puts your photos or scanned images into a single PDF, one image per page. Use it to turn phone photos of documents (both sides of an Aadhaar card, a rent agreement, handwritten notes) into one file for a government portal, a college form or an email. It accepts JPG, PNG, WebP, GIF and BMP images. Everything happens in your browser, so your photos aren't uploaded anywhere.
Page size and layout
| Setting | Choices | What it does |
|---|---|---|
| Page size | A4, Letter, Same as image | A4 is the standard size in India and what most portals and printers expect. Letter is the US size. Same as image makes each page the exact shape of its picture. |
| Orientation | Auto, Portrait, Landscape | Auto gives wide photos a landscape page and tall ones a portrait page. Not needed for Same as image. |
| White border | None, Small, Large | A margin of 0, about 6 mm or about 12 mm around the picture |
On A4 and Letter pages the picture is scaled to fit inside the border and centred. It's never stretched, so a photo that isn't the same shape as the page leaves white space at the sides or at the top and bottom.
Quality and file size
JPG photos go into the PDF as they are, without being compressed again, so there's no loss of quality. The exception is a phone photo that the camera saved sideways with a note to rotate it: that one is turned upright first and saved again. PNG images are also added unchanged, while WebP, GIF and BMP images are converted to PNG on the way in.
Because nothing is shrunk, the PDF ends up roughly as big as all the photos together. Ten phone photos of 3 MB each make a PDF of about 30 MB, far over the 1 or 2 MB limit many portals set. When the PDF is over 2 MB the tool points you to Compress PDF, which can bring photographed pages down a long way.
Tips for document photos
- Shoot in daylight, straight from above, with the document filling most of the frame. If the table or floor shows around the edges, crop the photo before adding it.
- Keep the order the form asks for: the front of the ID card before the back, page 1 of an agreement before page 2. Use the arrows to fix the order and the ✕ button to drop a bad shot.
- Choose A4 rather than Same as image for phone photos you'll print or upload. A 4000-pixel-tall photo on a Same as image page makes a page more than a metre tall, which printers and some portals don't handle well.
- iPhone photos saved in HEIC format can't be read by browsers. Share or save them as JPG first, or set the iPhone camera to Most Compatible (Settings, Camera, Formats).
- Open the finished PDF with Open to check before you submit it.
